EXCEED is a fictional project presented during a lecture titled Euromesh, Dataculture & Private Property — Towards the Ethical Monetisation of Data, as part of an event on the topic of digital surveillance organised by Stereolux in Nantes, France. It presents a European alternative to the main models — data as capital, and data as control — by suggesting that information gathered by and from citizens may be employed as the basis for a new solidarity system.
Presented by Korantin Spiegel and Azhar Abassi, two fictional personas respectively assuming the roles of expert in digital markets and project lead of the European Executive Commission for the Ethical Exchange of Data, the project aimed to play devil's advocate by proposing that citizens become data workers who provide local governments with useful information to maintain collective infrastructures, and are fairly rewarded for their contribution.
